A document must be certified by a notary or issued by the government’s official institutions in order to be certified for apostille or governorship. There is an issue to be be careful about here. If the document came from abroad, it must be apostilled in the country it came from.
For the countries subject to the Apostille that signed the Hague agreement, the Apostille certification is done by the district governorships. For countries that have not signed the Hague agreement, this certification is done by the governorates.
